According to the commercials, ads and information on the Neutrogena web-site this is breakthrough technology available at the major mass and drugstore levels.
The short version of what this product does is that the patented ion2complex Technology Neutrogena Clinical presents a breakthrough two-part system containing essential ion-mineral conductors that, when activated by the companion moisturizer, create a positive electric micro-current–promoting healthy collagen levels and resilient, more youthful looking skin. Think of galvanic treatment of promoting the electro micro-current via topical treatments that penetrate to the lower levels of the skin cells and promoting a resurgence of positive ion flow, energy and metabolism in aging or fatigued skin (think about skin that’s been depleted due to illness or exposure). This two-part system is available at select drugstores and mass merchants with a starter kit for day, night and also eye treatment.
According to Neutrogena Clinical, this is how the product ionpro2 is supposed to function– to help jumpstart the energy in the cells that produce collagen to help firm up skin, give it more vitality and diminish wrinkles.

However those are different numbers thatn what I had on the day starter kit. I don’t have any clinical data and Neutrogena doesn’t provide any on the website other than the numbers they have.

The first three ingredients are all related to slicone– why are they there? Cyclopentasiloxane is often mixed with other silicones and has been cited in many patents for trans-dermal drug delivery. While I personally would never use this product line again, I can’t say it won’t work for you. However if you have skin that might be prone to breakouts (and mine is not), the heavier silicones would block pores and create a smooth texture but not allow the skin to breathe.
That’s my 2 cents. Personally, having 6-7 pimples on my face isn’t what I call a fun place to be.
