Is he is trying to be funny or extremely fashionable?

Color
The black blazer looks actually alright but not with all the other shiny garments.
Bodyshape
The fit of the trousers are awful. It makes his leg line look short and un-proportional to his heavy upper body. All these crinkles in his shiny trousers are just adding to his un kept look and draw attention to a very unflattering part of his body.
Style
What’s up with the shoes? A loafer in shiny red velvet, worn without socks- to such an event? Let’s just say it is tasteless and rude.
His choice of accessories don’t go with the suit or with each other! The “bling -bling” golden buckle belt, next to his chain –what is that for? The leather necklace paired with is sunglasses and rounded up with this grey shiny (what a surprise!) scarf.
One thing that is actually nice is the red handkerchief. It would have been a nice touch with this blazer when put together with all the right clothes.
Overall rating: Disqualified?
(This is a first. There has never been a celebrity disqualified because of poor clothing choices. I guess Mickey Rourke is the first)

The black tie looks great for his colouring

His top half is well dressed in every detail and has a good fit. However his trousers look too thin in comparison to his upper body. He should have worn a wider leg to balance his upper half.
Style
I love his shoes! They are elegant, yet youthful, creative and bringing a bit of humour to this outfit.
Overall Rating: 4**** Four Stars
(I guess Mickey Rourke got out-classed by a younger man!)
