Techniques/Tips from Tina Turnbow:
The key to luminous skin is skin that is moisturized and radiant on its own, versus applying makeup over top to fake the effect. Moisturizer under the foundation allows you to sheer it out so that it’s smooth and lightweight. Then spot conceal as needed and add a dusting of powder overtop.
To ensure Linney appeared lit from within Turnbow says,

To play up the dress hue, the eye look was the focal point and required a balance of color and light.
To bring the focus to the eye area, dab Caudalie Premier Cru Eye Cream along the optical bone and tops of the cheek bones, which thanks to firming and brightening ingredients along with coppery pearlizer, offers an immediate and lasting glow.
Turnbow blended the Vine Body Butter with the Armani Fluid Sheer for that perfect glow.
To highlight a one shouldered dress, blend a moisturizer and fluid highlighter. Caudalie’s Vine Body Butter melts instantly into the skin and spreads the highlighter evenly across the arm and decolletage. A moisturizer that’s too greasy won’t work well on the red carpet with all the flashbulbs, so finding the right texture is important.
To ensure your lipstick stays in place, first apply a lip conditioner. It will keep lips smooth (so that there’s no flaking with a darker shade) and will stop the lipstick from traveling outside the lip line.
